The idea of ‘deemed’ universities was conceptualized in India, as a means to encourage educational independence, creativity, and inventiveness in higher learning. As per sub clause 3 of the University Grants Commission (UGC) Act, June 1956, any institution with a considerable standard in a particular field of concerned study, research and, training can be, ‘deemed to be university’ by the Government of India.

This concept first came into action in 1958, where the Indian Institute of Science, Bangalore was awarded the title of ‘deemed university for the first time.
